As a journalist from Nova Scotia, Higgins went to Yale via the Fraser River in 1858. There he was employed as an agent for William Ballou's Express Co., and at the same time wrote as a correspondent for the California papers. His first hand descriptions of life during the stampede of the lower Fraser River gold rush are today a treasured legacy.

Leaving Fort Yale in 1860 Higgins joined the staff of the Victoria Colonist, and later became the owner. During the 1880s he was elected to the Legislative Assembly, and became Speaker of the House in 1886. He wrote 2 books, "The Mystic Spring", and "The Passing of a Race."
